Training in the Local Action Groups of self-assessment methods

On Monday 21 July 2014, a training in the Local Action Groups (LAGs), entitled "Methods of self-assessment" took place in Athens. The training was attended by 40 people from 28 LAGs as well as officers of Unit B6 of the Implementation Authority of the RDP, responsible for monitoring the LAGs.

This action is part of the Action Plan of National Rural Network (Action 4.2.1.1: Training for Local Action Groups), and it was carried out after discussions and proposals from the Network of LEADER. The aim of the training is the implementation of the Common Assessment Framework (CAF) from the LAGs, to improve themselves on their ability to develop a strategy, the quality of their programs, their management skills, the level of networking, relationships with local bodies etc. A relevant implementation guide with self- assessment methods based on the CAF has been developed, which is recognized model of self-assessment and resulted from the collaboration of the Ministries of Public Administration of the European Union. The responsible authority for the introduction and implementation of CAF in Public Administration is the Directorate of Quality and Efficiency (DIPE) of the Ministry of Interior. Considering the above, the choice of the CAF as a tool for self-assessment of LAG is, inter alia, to support the harmonization of the functioning of LAGs with Community and National guidelines.

Mr. Petros Mouchas Head of Unit E of the Greek NRN welcomed the LAGs and he made a brief introduction to the topic of training emphasizing the importance of it. The principal speaker of the training was Mr. Pantelis Tagalakis from DIPE who presented us the CAF and how it is been applied, and then a representative of KANTOR (NRN's consultant) presented the best practices of organizations that have implemented the CAF. At the end a workshop took place in order for the questionnaire of CAF to be adapted to the needs of the LAG's. More information about the CAF and more good practices can be found on the website:
